Rephrase EKDK LoA regarding ESGG STAR #162
Description
The LOP ESMM state that closed STAR is the standard unless otherwise requested by ESGG APP. I suggest we add the same wording in the EKDK LoA to reduce the need for coordination between ESGG APP and EKDK.
