Dragging panel icons with full screen on macOS is... unexpected :-)

• CPU Architecture: Apple Silicon

Bug Description:
Dragging panel icons while on full screen is unexpected, some would even say horrifying!

Steps To Reproduce:

1. launch the app
2. open a target
3. switch to full screen mode
4. start dragging a panel icon

Expected Behavior:
A base type library with all enums and types for macOS base types shows up!

Additional Information:
Could it be that time of the roadmap when the Windows menu also gets its Minimize and Zoom menu items?
