Saving a New Type Archive to an External File Initially Offers an Internal Project Location

Bug Description:
When using type archives in the context of a project, and you try to "Save External File..." when making a new type archive, the initial location it offers to save is an internal project location that seems either incorrect or dangerous.

Steps To Reproduce:

1. Open Database from a project
2. Open the Types pane
3. From the hamburger menu, select "Create Type Archive"
4. Click "Save External File..."
5. 👀

Expected Behavior:
Offer to save in user's home directory or downloads initially
