The http Location header is indeed set:

$ curl -v http://www.gwtproject.org/doctype/2.4.0/gwt-module.dtd
*   Trying 167.114.3.5:80...
* Connected to www.gwtproject.org (167.114.3.5) port 80 (#0)
> GET /doctype/2.4.0/gwt-module.dtd HTTP/1.1
> Host: www.gwtproject.org
> User-Agent: curl/7.82.0
> Accept: */*
>
* Mark bundle as not supporting multiuse
< HTTP/1.1 301 Moved Permanently
< Server: nginx/1.17.5
< Date: Wed, 06 Apr 2022 16:23:37 GMT
< Content-Type: text/html
< Content-Length: 169
< Connection: keep-alive
< Location: https://www.gwtproject.org/doctype/2.4.0/gwt-module.dtd
<
<html>
<head><title>301 Moved Permanently</title></head>
<body>
<center><h1>301 Moved Permanently</h1></center>
<hr><center>nginx/1.17.5</center>
</body>
</html>

Ideally we could exclude those doctype links from requiring https, or push users to update their projects to use https for these links.
