feat: Add build hooks to plugin template

Description

Hooks is a new system introduced in Dart 3.10 - https://dart.dev/tools/hooks
. It would be great to have it included in the templates - ideally in a plugin template - so teams can quickly ramp up when a package includes native assets.

Requirements

• All CI/CD checks are passing.
• There is no drop in the test coverage percentage.
