feat: add flutter version to pana workflow #331

Description
Currently, the pana workflow assigns the latest stable Flutter version for the CI environment. As a developer, I want to be able to assign a specific Flutter version to match my local environment and keep my current pana version synced with it.
Requirements
- All CI/CD checks are passing.
- There is no drop in the test coverage percentage.
