Fix up the error messaging and handling

The error handling - particularly in the mesh.cpp object, is rudimentary.

• Need better error messaging in libmdalpython. This is mostly about MDAL_Status messaging
• Need a way to pass messages from mesh.cpp toMDAL_LastStatus
