Add suport for component formats to use mime_types, multi_part formats and locales

currently view_component only supports the html format with the use of variants, and this seems to be a growing issue as displayed by the number of issues requesting for changes to the way formats are handled whether it be adding locale support, other formats or multi part formats

these combined issues may require a re-look at how formats are handled in view_component so I created this discussion to facilitate gather the appetite for this
