CLA commitment and enrollment date

The charter states:

Any participant of the Community Group who has also accepted the W3C Community Contributor License Agreement (CLA) as part of the enrollment process is eligible to vote on elections, charter amendments, and other community matters so long as they have completed enrollment by the date that the chairs announce those events to the public mailing list.

This raises two questions:

• Does the script check for CLA acceptance, or can it be assumed if it's a requirement?
• Does the script check that the date of completed enrollment is lower than date of the event announcement?

If not, it could potentially lead to false positives.

I haven't found these data in w3c api. The date of person's joining the group can be found in https://api.w3.org/groups/cg/solid/participations in each participation. (This is only true for individual participations though.)

Second point can also be addressed by running the script just before the formal announcement.

The following is required to join a CG:

I agree to participate in the [..] Community Group under the terms of the Community and Business Group Process. I agree to abide by the terms and spirit of the W3C Code of Conduct and the W3C Antitrust and competition policy. I agree to participate as an individual under the W3C Community Contributor License Agreement (summary). (Required)

Perhaps the charter is verbose but there is nothing additional or different. The W3C API will only list CG participants that have agreed to the above.

Correct that the moment the script is run marks the point of eligibility to vote.

If I didn't miss anything, I think this issue can be closed.

The first point is therefore resolved.

Regarding the second point:

If anyone joined in a gap between announcement and the run of the script, they should not be eligible to vote nor be nominated (edit: incorrect). It opens some space for gaming the system, e.g. joining for the purpose of voting or nomination (edit: actually seems ok). This can be addressed by running the script simultaneously with the announcement.

I think it's not a big deal, but it may at least warrant a note in docs.
