Memory leak when starting automation system

When automation is active in the state system and the UI turns over to it, memory usage grows, spikes, and then resets. It's unclear what is causing this but the result is lag in all UI and system movement. Potential causes are UI state thinking it must refresh too frequently because connected manipulators constantly dispatch updates to the state even if nothing changed.
