Two Syth Issue

I was having the script clear some backlogged MAD stuff when it went chose Syth as the race. Because I have done AI Apocalypse with both Human and Dracnid it got stuck when it was asked to pick which to imitate. Well that was user error.

The second issue is with power. When it got to 0.4-0.7 power it kept cycling apartments on and off causing workers to lose jobs.

I had a similar issue happen with AI Apocalypse and the AI core where it kept turning off a water frigate because it was over-producing then turning off the AI core because there was not enough water. Even though it had several disabled water frigates.

Here is it just cycling power over and over on the citizens and the apartments. Eventually it did stabilize but it took a while.
