What would happen if we removed this and let launch files / nodes manage node requiredness? Presently this seems to override any required="false" properties.

It would be difficult to prove that the system behavior is still correct if some subset of nodes are unavailable due to an exception. I'd rather have kind of a restart="always" type thing in case a node crashed...

I guess the alternative is just have unused nodes spin forever so they don't crash the whole app?
