pin dependency to amplify-storage-utils

Pin to the current version v1.5.2 prior to refactoring to account for breaking changes to the S3 session / client management API that will be introduced in v1.6.x.

I mean that we need to pin the dependency in requirements.txt, because as I understand it a fresh Docker build will install the latest version, which will soon be one with breaking changes.
