[CI] add update check for pre-commit hooks

This adds a CI for checking if any hooks need an update, similar to dependabot.

There are already two hooks outdated from the tutorials I followed,
but I kept them old on purpose to ensure this action works.
In all similar PRs I will fix those at the same time.
