Upstream the Capability Delegation spec #40
Description
I did not see an issue tracking upstreaming of Capability Delegation to the specs that it is monkey-patching (currently HTML, Payment Request, Fullscreen, Screen Capture). (#9 (comment) suggests some parts of HTML could move to Permission Policy in the future.) Gecko is currently implementing (bug) and we'd like to see specs move to a standards-track venue when there are multiple implementations.
