WebGPU support?

I'm wondering if it's possible to add support for WebGPU as well.
However, it seems that the current proposal's API pattern is not very suitable for WebGPU's usage pattern. or maybe add new method to webgpu context instead of GPUDevice?

I took a quick look and think that an extension to copyExternalImageToTexture() might work, although the name wouldn't be accurate, as there may be no image involved.

One complication the source argument can already be HTMLImageElement, HTMLVideoElement or a HTMLCanvasElement, so there would need to be some rule about when those elements are copied as they currently are and when they are treated as any other element supported by this proposal.

An option might be to add a copyElementToTexture method to avoid this overlap.

Avoiding this conflict is why the current proposal adds the WebGL texElement2D rather than reusing texImage2D. Doing that in WebGPU as well makes sense to me for that reason.
