Update to MS-MPI 10.0 #17
Description
For Windows builds with MPI, we currently require version 9 of MS-MPI due to microsoft/Microsoft-MPI#7. There is a work-around available but the long-term solution is that MS-MPI is released in two variants (with/without control flow guard compiler support) and we should wait until this happens as then we don't need to apply any changes ourselves.
- Wait until MS-MPI release without control flow guard
