Setup auto-assigment of issues

We have automatic assignment of PRs to champions by way of code owners, but we don't have automatic assignment of issues to teams. GitHub has an experimental "watch labels" feature which isn't yet enabled for this org (but is for e.g. the Rust project). So in lieu of that we might want to use actions or templates to automatically tag teams on issues.
