Remove target="_blank" and noopener attributes for external links on non-editing screens #1006

Mostly anywhere except inc/post-types.php which could be in an editing context. For links that are retaining the attributes, let's add an indicator that it will be a new tab. We can remove the rel="noopener" attributes regardless. That topic is well covered by modern browsers now.
