[Docker] Implement Localisation Settings #3244
Description
As a user I want to configure my county and timezone when using the WebThings Gateway Docker image, so that the user interface uses my choice of language and times reflect my current timezone.
GHo in chat spotted this is not yet working on the Docker image.
