I want a tooltip API

I don't want to develop CSS tooltips or use some similiar solution from Bootstrap or similiar libraries. I want browsers to give us the ability to use the title attribute as it already exists. That includes a prgrammatic means of triggering their display and hiding and CSS to control how they are presentated.
