The order of quicklinks is the order of creation, and there is no way to change this.
The only workaround is to delete all your quicklinks and re-create them in the order you would like them, which is extremely tedious and cumbersome.
This would seem a fairly basic functionality any reasonable user would expect to have with quick links, and I have seen many, many user questions in various forums, including MS's own, all asking how you can do this, going back to 2021, so I know lots of people want this.
