Webex-JS-SDK v2.60.x EoL/EoS

While looking to verify an issue that I'm encountering related to recent Webex API changes, I noticed that the webex-node-bot-framework library is dependent on webex-js-sdk v2.60.0. This went EoL/EoS at the end of September.

The Webex JavaScript SDK version 2.60.x is supported until September 30, 2025. Patches for minor or security issues will be released until this date. However, these releases will also reach End of Life (EoL) by September 30, 2025, irrespective of the date they were published.

We need this project to be updated - it's been years since the latest update.
Many of the packages have been deprecated...
