Can't upload translation file to the source string

As u can see in the pic, we've opened the manage string permission, we can add source string manually one by one but we can't find the upload translation option in the 'file' menu. Whilst in other language (also in the same component but not source string) there is 'upload translation'.

Is it designed to be like this? You can only upload source string through other translation but not the source language?

I've seen this topic but that didn't work out for us. Is there any settings we've missed or set wrong?

You need the upload.perform permission to be able to upload. Once you have it, it should be there if you have the option to add a new string. What Weblate version do you use?

We're using v5.12.1, and I couldn't find the permission you mentioned on the website(since we're not developers, we only perform through interface). Could you please show me where this permission control is?

It is called "Upload translations" in the UI, see https://docs.weblate.org/en/latest/admin/access.html#list-of-privileges.
