The next stage of development

After getting a bit more enthused, I have pushed through some long pending updates to the web interface of WhiteCore
This modernises the interface considerably as well as providing an avenue for further development of functionality.

Note: Whilst what is available is 'good to go' some functionality is not yet completely implemented

To keep a tab on progress, the version has been bumped to v 0.9.6.
Included in this is to update the build system to .NET 4.8 framework as well as quit a few 'behind the scenes' fixes
