Prepare new release

There have been quite a few changes since the last released version 1.3.0.

Specifically, it has been the third or fourth time now that I have stumbled over the issue resolved by #18 because that change has not made it into a relase yet.

I would be really glad if we could have a new release of totp-cli so that these fixes become available for the release version and I don't have to install from the git version anymore.

If there is work that needs to happen as preparation for a new release, maybe there are people that can help.
