Expected Behavior
a user wants to edit or delete an annotation, they can click on the icons for these actions in the upper-right corner of the annotation.

Current Behavior
sometimes a larger annotation will obscure smaller annotations (contained entirely inside the larger one) because the smaller ones are on a lower z-index and thus not clickable.

this holds true for both "normal" and "full-screen" view of image/annotation. full screen example image included -- the blue circled areas are not clickable due to the large annotation blocking them.
