pan hotkeys do not work unless there is an annotation on the canvas

Steps to Reproduce

1. open an annotation task
2. navigate to an image without annotations
3. zoom in on the image (can use buttons or mouse wheel)

Expected Behavior

1. using the arrow keys, pan through the image
2. add an annotation
3. the arrow keys continue working

Current Behavior

1. using the arrow keys, the image does not move
2. add an annotation
3. the arrow keys begin working

Testing Notes
if using the develop with data image, you can use Task 1 as a test bed
