Unify configurations

What feature do you want to see added?

Leaf is a fork of a fork of a fork papermc which in turn is a fork of a fork of bukkit and it inherits all configurations of various forks: paper-global.yml, paper-worlds-default.yml, gale-global.yml, gale-worlds-default.yml, purpur.yml, spigot.yml, bukkit.yml. I think it would be much neater if all these configurations were unified into just one/two configurations.

Having 1-2 giant config files are never a good idea, there is actually a PR for separating leaf configs into chunks for easier readability and proper descriptions to each config file without forcing user to check wiki docs #410 and touching other files coming from e.g: paper, purpur etc. will only make things more complicated as the guides out there won't really apply for the users of the Leaf.

As for gale, it'll be merged after V4 of the config files (I assume for V4.1) but other than that it's generally not a good idea to have one giant config file.
