`PerformanceObserver` and other parts of the performance spec

In today's meeting @Ethan-Arrowood wondered why performance.now() and performance.timeOrigin (part of HR-TIME) are in the Minimum Common API, but not APIs like PerformanceObserver that are part of the Performance Timeline spec.
