wct-deps.dot gets regenerated every build and reflects chosen environment

The new wct-deps.dot file generated in smplpkg.py is remade every time a `wcb build` is issued and the results reflect the local configuration (eg, what dependencies are available).

The dot file and derived PNG should be built via waf tasks.
