Disable accidental input with scroll wheel when working input widgets

For example in the events tab it's really easy to scroll with the mouse and if you're hovering over a input widget like for example layer horizontal speed it changes the speed instead of scrolling the window.

This is a feature for a long time and it depends on Qt itself. And actually, this thing works differently across platforms.

Just an advice for EVERYTHING: when you want to scroll, just know to explicitly hover the necessary area and don't hover over spinboxes. This could work as an option, but seems it's hard to implement since it requires me to inherit any spinbox to redefine the wheel event with the custom logic.

That's what I have been doing but it's still really hard not to mess things up.
