Description

Currently, experimental form variations are broken. I have not noted when this started to happen, but when checking the contact/GDPR variations, it will not change.

There are two problems here:

• The variations system is not orthodox. I would add a future iteration to be similar to the columns block
• There is a temporary problem here that needs fix (I will send a PR to fix this for now).

Step-by-step reproduction instructions

1. Use this playground instance:
   https://playground.wordpress.net/?gutenberg-branch=trunk
2. Gutenberg -> Experiments -> Enable Blocks add Form
3. Create a new Post
4. Add the form block
5. Click in the "Transform to variation" in the inspector controls in the right side
6. Click in the "Experimental Privacy Request Form".
7. 🐞 Nothing happens
