`WPT_CERTIFICATE_VALIDATION` is processed but never used

Describe the bug
The WPT_CERTIFICATE_VALIDATION environment variable is processed and affects the value of a PHP variable in prepare.php. But as far as I can tell, it's never actually used.

The history of this value should be researched and either removed or appended to an actual command as expected.
