Bundled Themes: Bump Default Theme versions for 6.8.2.

This bumps the versions of the following default themes for coordinated release with WordPress 6.8.2:

- Twenty Twelve: `4.6`
- Twenty Fourteen: `4.3`
- Twenty Sixteen: `3.6`
- Twenty Twenty-One: `2.6`
- Twenty Twenty-Five: `1.3`
