Build/Test Tools: Add version to composer.json.

The lack of a specified version in the composer.json file is causing some unexpected warnings. Reviewed by peterwilsoncc. Merges [60211], [60212] to the 6.8 branch with appropriate version number modifications. Props sirlouen, johnbillion, TobiasBg, desrosj, jorbin.
