csv2bufr plugin to provide option to take metadata from station metadata #1025

Related to #931.
The csv2bufr python module is stand alone and only encodes data contained within the input CSV file. This includes station metadata, such as sensor heights, observing methods etc.
Parallel to this, we manage limited station metadata within the WIS2box which are subsequently used in the synop2bufr workflow. Under the hood, the synop2bufr workflow uses csv2bufr and injects the metadata before conversion to BUFR.
With #931, we are then potentially managing station metadata in a third place, within the MCF files.
The metadata should be managed in a single location. Within the WIS2box context this should be via the station metadata. The csv2bufr wis2box plugin needs to be updated to follow a similar process as synop2bufr, with the option to inject the metadata from the station list.
