Add tracking for Violet Goblin Shredder

Collecting here all the info from various sources so as to not lose track. I do not have a way to confirm any of these:

• Item may be awarded upon completing Shipping & Handling: Job Streak
• It's said to require Renown level 8 (wowhead comments, Discord posts)
• Apparently it can't be learned, because the spell isn't implemented yet
• There appears to be some streaking mechanic that may or may not be relevant (needs clarification/research)

TBD:

• What faction ID should be queried? Presumably parameter for C_MajorFactions.GetCurrentRenownLevel (Check DBC files?)
  • The Cartels of Undermine = 2653 according to https://wago.tools/db2/Faction?filter[Name_lang]=cartel&page=1)
• Can the event be detected by checking the above spell ID? (Someone needs to get a debug log)
• If not, is there another event, like QUEST_TURNED_IN? (Someone needs to get the `/etrace output)
• Drop rate is obviously unknown - don't know if wowhead can even gather data for this, although Rarity could also do it?
• Renown 8 is NOT required to do the event, but to get the item? Apparently...

The only thing that stuck out for me was quest 86303 being completed

Also, there's pets that need to be tracked (separate issue). Not sure if the requirements are the same (renown 8)? (Apparently)
