Temporary disable CVE scanning

Doing is something I don't take lightly, my goal is and always will be
to ship Docker/OCI images with as little CVE's as possible. However, I
now have a cyclomatic dependency between this Action and the repository
that builds the Docker/OCI images this action bases it's image on. And
since that repository now can't build images due to a permission issue
I must disable the scanning here, ship a fixed image, get new images
build without the CVE, and then enable CVE scanning again.
