Wiki-Page "Code Cleanup Blueprints"

@metux I had a look at this page and I think it is very well suited for the first good issues · X11Libre/xserver category - as you for sure intended it to be. This category is also gaining traction and so we really need new issues there.

To further enhance the page and enable us to create tickets I would like to propose the following:

• Rename the page to "Code Cleanup Blueprints" and treat it as such
• Add at least one example code fragment to every blueprint which shows a before and an after state so it is easily to grasp
• maybe define a scope for each blueprint pointing out where it applies
  • like: globally, Xserver only, drivers, ...
• maybe later add a level like "beginner", "advanced", "guru" if the code cleanup blueprints get more complex
• cut larger tasks into smaller pieces especially for the scope of the Xserver like "do this in all of hw/xfree86" or similar so new contributors won't be overwelmed and the code review afterwards is manageable.

Once this is sorted out I can create issues for it whereever needed.
