(client): Implement client

To consume the service we should use the TS client

Use Case

As a developer using this repo, I should be able to use the typescript client to interface with the API

Proposed Solution

• Client init method
• Client should initialize it's "blob" from disk
• Client should replace "blob" when getAll* method is called for mounts/minions
• getAllRecordedMounts method
• getAllRecordedMinions method
• getCharacterMounts method
• getCharacterMinions method
• API key support
• Client builds and releases via CI
