If you send an OFF command in HA and “intercept” this in an automation and then send a dimming value of 10%, the Endity remains OFF but is ON in the ETS.

Yes, that's by design. If the on-off-state (state_address in YAML) is 0, it's supposed to be OFF. Regardless of brightness value.

But if the actor get a command 00 -> OFF from a device and i trigger this and send a value 5.001:5% the lamp will turn on with 5% but the actor don't send ON to groupadress so the state keeps off

To reiterate: the ON/OFF status of a HA KNX light is only bound to the address and state_address value (binary). The brightness doesn't matter for that.

Some lights get brightness levels during the day to set next turn-on level. Those are set to not turn on for absolute brightness telegrams. Those would be constantly ON if we didn't only rely on binary state. Probably same for reading brightness objects of turned off lights for some actuators.
