Building rippled: Boost Compatibility

XRP Ledger version 1.7.0 or higher

Boost 1.71.0 is recommended.

XRP Ledger version 1.3.0

As of XRP Ledger version 1.3.0, Boost 1.70.0 is required for all platforms.
