[roll] Roll infra/recipes [hardware_validator] Launching tasks on specific bots, and sorting file.

Launching tasks on specific bots that meet criteria for selection, and
also updating the last seen field of the bots and removing bots that
have passed the threshold time or bots that are no longer in swarming
from the file in CAS, and also sorting the file to give priority to bots
that have not been tested at all.
