Did download.visualstudio.microsoft.com get throttled in mainland?

Try to download file from https://download.visualstudio.microsoft.com/download/pr/6ba69569-ee5e-460e-afd8-79ae3cd4617b/16a385a4fab2c5806f50f49f5581b4fd/dotnet-sdk-7.0.102-win-x64.exe, and found download speed is too slow, about 20kb/s.

And ping the ip some delay will happen.

But if operate the same in server outside border, nothing abnormal.

So did it just an incident or indicating big environment has changed?

Sorry and embarrass, the url could be used in different network( China Mobile ), so maybe just an incident of China Telecom. (Or just some Microsoft's ips were mistakenly marked as agent)
