Will torrent be blocked with this config?

Hi.
"Can shortIds be anything?" No, shotids can't be anything, it's generate by this command "openssl rand -hex 2" (google helps with explanation).
"What is the purpose of shortIds?" short answer for this - it's for more security.
"Will torrent be blocked with this config?" i think yes, u use rule for blocking, but need to check.
"Is this config safe for production VPN service?" mostly yes, it's enough for production security
