[Proposal] ICMP Tunnel Transport for Xray-core (Ping Tunnel)

In the couple past month, some networks in Iran have severely restricted TCP/UDP while ICMP Echo still intermittently passes. SSH-over-ICMP and "ping tunnel" tools work in these environments, so adding an ICMP transport to Xray would provide a last-resort path when UDP/TCP transports are blocked.

Performance :
Lower than UDP/TCP (ICMP rate limits/queues) but usable for messaging/browsing when everything else is blocked.
