Improve xhttp/splithttp path flexibility for better long-term traffic robustness

xhttp/splithttp still has path-level stability in long-running deployments. Even with other tunables, stable path semantics can remain a correlation feature over time and may make traffic easier to classify than heterogeneous web traffic.
