Network ID configuration is in too many places

Currently network ID config can be found in genesis.json, --network flag, and also hardcoded in start.sh scripts

The repo should be cleaned up such that only network ID is taken from only one place. In my opinion genesis.json is the most suitable.

also the XinFin-Node deployment repo might also require change
