Extend Sawtooth API for different records

This code builds a web API for retrieving records from sawtooth. Based on their state address (line 55 of ) https://github.com/YaleOpenLab/Collabathon_2019/blob/master/sawtooth_api/index.js will determine how the record is broken down and exposed over the web.
